A petition filed in the Delhi High Court has sought inquiry against the NGO People for Animal (PFA) and Sanjay Gandhi Animal Care Center (SGACC) and register criminal case for alleged the cruelty inflicted on animals, animals being euthanised and sent to Ghazipur slaughter houses.

The plea filed by animal rights activist Sangeeta Dogra through Advocate Mannu Singh has alleged that "A Investigation /Inspection Report submitted by Respondent 3 wherein shocking and surprisingly it is noted that Dead Animals Carcass are sent to Ghazipur Slaughter and are not disposed scientifically as per Standard Operating Procedure(SOP).

It states that "Respondents have willfully and deliberately ignored their constitutional Duties, despite having knowledge that Sanjay Gandhi Animal Care Center is not an approved hospital however a Dog Shelter and a Gaushala-Kamdhenu is inside the same premises, next to Delhi Home Guards Office. "

In addition to this, the plea has further alleged that "This is not only one incident of animal cruelty and disturbing incident observed however Furthermore cruelty inflicted on Animals in the Premises, wherein Animals are sodomised (video displays condoms lying next to Cows)."

Wheras, "There is additional visible Drug abuse of Controlled Drug Ketamine used on Animals, where mass killing of Dogs by using drug overdose is observed in violation to section 9A Section 9A in The Narcotic Drugs and Psychotropic Substances Act, 1985," the plea added.

It has alleged that "Sanjay Gandhi Animal Care Center is not a Hospital and same is not approved by Animal Husbandry or is on records of Municipal Council, however this is a torture chamber of Animals, wherein animals are kept in most cruel manner and these animals are sent to Ghazipur Slaughter House for commercial purpose."

"It is also recognized as Illegal Center by the Hon'ble District Court Tees Hazari in Javed Khan VS Delhi Police in the Year 2021 however Sanjay Gandhi Animal Care Center poses themselves as Veterinary Hospital. The said Shelter is operated by a Private NGO named People for Animals," the plea added.

The plea has sought directions to and frame guidelines for establishment and operation of small animal shelters in accordance to Indian veterinary Council Act 1984, and setup monitoring committee under Delhi Veterinary Council.
