“So many dogs! It will affect morning walkers!”: Karnataka High Court asks for plan on Stray/pet animals in Bengaluru’s Cubbon park

If you are a dog lover, the recent observations of the Karnataka High Court on allowing dogs in Bengaluru’s Cubbon Park are probably not going to thrill you. 
The High Court, on Thursday, directed the civic body, Bruhat Bengaluru Mahanagara Palike (BBMP) to come out with an action plan to deal with the issue of street dogs, often found inside Cubbon Park. 
A division bench of Chief Justice Ritu Raj Awasthi and Justice Sachin Shankar Magadum also sought to know about the measures that could be taken with regard to pet dogs, brought by their owners for walking in the park. 
The Court, while hearing a plea filed by Cubbon Park Walkers Association on alleged illegal constructions inside the park, orally observed that it wanted to take suo-motu cognizance about entry of dogs in Cubbon park. 
How are these dogs permitted in a public place?”, asked the Court. “So many dogs! It in fact affects the morning walkers.” 
Even pet owners don’t act responsibly, lamented the Court. 
People who bring their dogs don't even chain them, they leave them open and there is no restriction in the movement for the public inside the park……
As the hearing progressed, the counsel for BBMP informed the court that it was only on Sundays that dogs were allowed in the park. 
"On a regular basis it is done?", quizzed the Bench
People distribute food to these dogs and what generally happens is that they crowd in one place, so when someone passes by, these dogs become very furious and sometimes, even chase, added a concerned Bench. 
Adding a word of advise for pet owners, the Court said – “…..if you are keeping a dog, you have to maintain it. It is not that you keep your house clean and dirty outside, it is difficult to walk on the road inside the cubbon park if this is the case….
So unfortunate that educated people, who are proud of keeping very good species of dogs ….and then this is what they do on the roads", said the bench, while asking BBMP to look into the issue.
