The Supreme Court has issued notice in a Public Interest Litigation filed by a Social Activist, seeking CBI probe in a case where a girl who died by suicide recorded a video, alleging that the Director-General of Police and other Senior Police officers of Andaman and Nicobar have instigated her to take such step.
A division bench comprising Justice AM Khanwilkar and Justice CT Ravikumar has issued notice on the plea today.
Senior Advocate Gopal Sankaranarayanan appearing for the petitioner submitted, "the matter is regarding suicide by a girl in pursuance of the objectionable tweets made by the DGP of Andaman and Nicobar, and the investigation is not conducted against him."
The plea has said that the deceased narrated her entire ordeal and directly named the DGP, SIs and one reporter as the people responsible for her death.
“However, till date no investigation has been done against the said persons specifically named by the deceased in her dying declaration and they still continue to serve as police officers,” the plea states.
As mentioned in the petition, the tweets in question published by the DGP are as follows, "FORGERY, CRIME RUNS IN THE FAMILY OF (Deceased Girl)"
"While going through 17 page complaint of a woman against (Deceased Girl) who honey trapped her husband, did extortion, blackmail, intimidation one feels she is a threat to society."
The plea further stated that an FIR was registered against the Deceased alleging that she secured her job with Andaman and Nicobar Islands Institute of Medical Sciences through forged and fabricated documents, pursuant to which she was arrested and later secured bail.
The plea has alleged that the DGP in an utterly irresponsible and imprudent manner published regular tweets about the deceased and her family wherein disrespecting and tarnishing statements were made.
The PIL has further submitted that the Deceased was compelled to file a petition before the Calcutta High Court seeking a restraining order against the DGP barring him from publishing any tweets against her, whereas, the court had restrained the DGP from publishing any further tweets till the next date, but by this time they had tarnished the reputation of the deceased and has been harassing and threatening due to which the Deceased committed suicide.
